Cary Coglianese
Cary Coglianese is the Edward B. Shils Professor of Law and Professor of Political Science at the University of Pennsylvania Carey Law School, Director of the Penn Program on Regulation, and Faculty Advisor of The Regulatory Review, PPR’s daily online publication. He specializes in the study of administrative law and regulatory processes, with an emphasis on the empirical evaluation of alternative regulatory strategies and the role of public participation, negotiation, and business-government relations in policymaking. The author of more than 200 publications, he has written on climate change policy, public participation and transparency in federal rulemaking, the use of artificial intelligence by government agencies, voluntary environmental programs, the role of “unrules” in regulatory law, and regulatory excellence. Coglianese currently is a public member of the Administrative Conference of the United States and chair of its Rulemaking Committee.
